Zoning Commission 2-24-10

On February 24, 2010 the Newbury Township Zoning Commission (ZC) held their regular monthly meeting in the upstairs meeting room of Newbury Town Hall. Carolyn Paschke called the meeting to order at 7:20 p.m. with Alice Munn, Jerry Hudak, Lou Tomsic, Judd Douglas and Sue Wagner present.  The minutes of the January 27, 2010 were approved and signed. 

 Jerry Hudak distributed proposed code changes to add electronic signs to the NZM.  Discussion continued regarding definitions, district, illumination/duration/rotation restrictions, etc.  E-signs shall be a maximum of 50 sq. ft.  Sizes of currently installed directory signs indicate that size restrictions should be increased to 75 sq. ft.  A list of additional sign considerations was proposed but no action was taken.

 Specific line items were questioned: (pg.142) are agricultural sign limitations enforceable, “No Trespass & Hunting sign sizes and distances between signs, (pg143) sizes of marquee & shopping center storefronts for uniformity, add #5 for e-sign maximum at 50 sq. ft.  Increase “B” to 50 sq. ft. and “C” to 100 sq. ft. & Sec. 12.10 “B” to 10 ft.  Right-of-Way varies–not definable.

 Karen Endres said the fee structure was set by the trustees – sign fee is $75.

 Priority items for 2010 include: Art XII Sign revisions (including electronic signs), code for wind turbines per Lou and Sue: public utilities & agriculture are exempt (Munson draft  meeting set for 2/26/10) and setbacks for adult businesses.  Karen suggested meeting 2x per month to complete amendments then not during the summer or holidays of Nov. & Dec.

 A followup meeting was proposed for March 11, 2010 at 9 a.m. with the next regular meeting scheduled for March 24, 2010 at 7:15 p.m.
