ZC minutes September 22, 2010

On September 22, 2010 the Newbury Township Zoning Commission (ZC) held their regular monthly meeting in the upstairs meeting room of Newbury Town Hall. Carolyn Paschke called the meeting to order at 7:15 p.m. with Jerry Hudak, Alice Munn, Sue Wagner and Steve Kitko present. She reminded everyone that the meeting time had been changed to begin at 7:00 p.m.

Karen Endres distributed flyers for the zoning seminar in Westlake and asked those who would like to attend to contact her. Minutes were distributed, reviewed, amended and approved.

Wind Turbines were the first topic on the agenda:
Small wind > 5mw capacity proposed - review other townships,villages codes,
A new Zoning Section should be reserved for alternate energy with Wind as #1,
Removal requirements – surety bond, extent, costs (could be 30% of construction),
Decommissioning – time frame allowed,
Safety and signage.
Review for final vote next meeting with conditional use vs. permitted use,

Karen said the group should review parking and land bank uses for future needs. The table for required number of parking spaces should be modified – Steve Kitko offered to write sample code.

Carolyn said some signage was not included with the last amendment:
2 signs should be allowed on corner lots,
Businesses with large frontages should be allowed signs every “x” feet of frontage.

The next regular meeting is scheduled for October 27, 2010 at 7:00 p.m.

The Zoning Commission meeting adjourned at 8:35 p.m.
