ZC May 23, 2012

On May 23, 2012 the Newbury Township Zoning Commission (ZC) held their regular scheduled monthly meeting in the upstairs meeting room of Newbury Town Hall.  Carolyn Paschke called the meeting to order at 7:10 p.m. with Jerry Hudak, Judd Douglas, Sue Wagner, Steve Kitko and alternate Margaret Avalon present.


Jerry Hudak moved and Sue Wagner seconded the approval of the amended minutes that passed by unanimous* vote.

Carolyn Paschke said she delivered a copy of the previously approved wind turbine (WT) code to the trustees for their review/comments and subsequent approval.  Jerry Hudak suggested sending the WT code plus the previously omitted (from the 2011-1 amendment) landbanking code.  Sue Wagner moved and Judd Douglas seconded the motion that passed by unanimous* vote.

Wind Turbines would be the first item included in the Alternate Energy section 24.00.  Steve Kitko moved to make changes (per the Planning Commission review) for property line setbacks for small wind turbines at 1.1 (had been 1.5) times the turbine height between 55 and 155 feet for a second review by the Planning Commission.  The 1.5 times the height as the minimum WT separation had previously been confused with the 1.1 setback.  The motion passed by unanimous* vote.

Jerry Hudak moved and Steve Kitko seconded the motion to send approved Solar Panel (SP) code and the revised definition of Conditional Use to the trustees for their review and/or comments. The motion passed by unanimous* vote.

Discussion continued regarding the various definitions for mulch: 1) inorganic, 2) passive inorganic and 3) active organic – cured compost that combines with the soil.  Sue Wagner will coordinate these topics and email definitions to the board members.

Members were reminded of the June 13, 2012 deadline to register for the Northeast Ohio Zoning Seminar on June 22, 2012. 

The next ZC meeting will be June 27, 2012 at 7:00 p.m.

Ms. Paschke adjourned the meeting at 8:30 p.m.
