On June 29, 2011 the Newbury Township Zoning Commission (ZC) held their regular monthly meeting in the upstairs meeting room of Newbury Town Hall. Carolyn Paschke called the meeting to order at 7:06 p.m. with Lou Tomsic, Judd Douglas, Alice Munn, Jerry Hudak with alternates Sue Wagner and Steve Kitko present. The minutes of the 5-25-11 meeting were approved and signed.

She asked the board members who had attended the NEOH June 24, 2011 zoning seminar to share their info. Sue Wagner reported on sign regulations – window signs, coverage amount, temporary and inflatable signs. Others remarked on MBR, a new aeration septic system (example McFarland Creek plant) that could also be used for residences – a possible threat to 3 acre zoning? Fair Housing regulations cover group home restrictions for drug & alcohol rehab. Townships cannot tax Internet Cafes but can prohibit them or regulate access, parking etc. Some fear residual residential crime surrounding Internet Cafes. The state controls agricultural zoning, sub-divisions may enact prohibitions, best done thru deed restrictions.

Carolyn Paschke asked the board to continue the new alternate energy wind turbines topic by reviewing Auburn Twp’s code ( reviewed by the Planning Commission) that separate small, medium and large systems. Steve Kitko suggested approval for units under 55 ft., prohibit units in front yards & installations 20 ft. over height of buildings, require sheriff’s licensed micro-wave beam path restrictions, etc. Judd Douglas suggested reviewing what has previously been done, altering and/or inserting from Model Zoning & Auburn’s code for simplification.

The board reviewed items suggested by Karen Endres on alternate energy definitions, land banking, deed restrictions, ZI enforcement with the intent to have a zoning amendment paper copy for final approval by the 7/27/11 meeting. She also suggested the ZC address the “composting” topic – the board decided to table this for a later meeting.

The chairman agreed to send email copies to all for discussion at the July meeting for completion of the Wind Turbine code.

The next ZC meeting will be held July 27, 2011.

Ms. Paschke adjourned the meeting at 8:30 p.m.
