ZC July 27, 2011

On July 27, 2011 the Newbury Township Zoning Commission (ZC) held their regular monthly meeting in the upstairs meeting room of Newbury Town Hall. Carolyn Paschke called the meeting to order at 7:12 p.m. with Lou Tomsic, Judd Douglas, Alice Munn, with alternates Sue Wagner and Steve Kitko present. The minutes of the 6-29-11 meeting were approved and signed.

The board noted Jerry Hudak’s comments regarding other forms of alternate energy for future consideration; these were not included in the present wind turbine (WT) code. Judd Douglas said the intent of the Auburn and model zoning WT complied with the state’s <5mw definitions and questioned our definitions (medium 55 to 150 ft. & small <55 ft.) that may be confusing.

Carolyn Paschke asked the board to continue to review/revise the new alternate energy wind turbines topic – Art. XXIV changes in caps.

The board discussed sending the WT code with all the previously agreed upon “housekeeping”, land banking, signs etc, definitions and changes to the Planning Commission for preliminary review. Alice Munn moved and Sue Wagner seconded the motion for preliminary review by the Planning Commission that passed by unanimous vote.

Carolyn Paschke thanked Sue, Steve and Judd for their effort to compile the WT code.

Karen Endres briefed the board on items for consideration in the next amendment: 1) allowing different side setbacks for primary and auxiliary buildings - 15 ft. setback if auxiliary building is less than 600 sq.ft.; 2) solar & woodburners as alternate energy and 3) a frank discussion on the “composting” topic for the next meeting.

The chairman agreed to send email copies to the Planning Commission for preliminary review of the amendment changes including completion of the Wind Turbine code.

The next ZC meeting will be held August 24, 2011.

Ms. Paschke adjourned the meeting at 8:55 p.m.
