ZC January 27, 2010

On January 27, 2010 the Newbury Township Zoning Commission (ZC) held their regular monthly meeting in the upstairs meeting room of Newbury Town Hall. Alice Munn called the meeting to order at 7:20 p.m. with Bill Skomrock Sr, Carolyn Paschke, Jerry Hudak, Lou Tomsic, Judd Douglas and Sue Wagner present.  The minutes of the October 21, 2009 were approved and signed.  The November 17 meeting was cancelled for lack of attending members.  The December meeting was cancelled due to the holidays.  The tentatively scheduled Jan. 9 organization meeting was postponed pending trustee nomination of new members to the board.


Alice Munn nominated Carolyn Paschke to be the new chairman of the ZC that passed by unanimous vote.  Carolyn agreed to also serve as computer scribe on a trial basis.


Carolyn asked the ZC to prepare for the Joint Zoning Meeting with the BZA and Trustees to be held January 30, 2010 at 8:30 a.m. at the Town Hall.  All said that much was learned from attending actual BZA cases; Jerry and Lou agreed to sit in on the next BZA meeting on Feb. 16, 2010.  Discussion continued regarding ZC work in 2009.  Jerry said there were too many changes in the last 2009-1 amendment.  He and Alice agreed to finalize the wording for sign changes for full review of Art XII at the next ZC meeting.


Priority items for 2010 include: Art XII Sign revisions (including electronic signs), code for wind turbines per Lou and Sue (info to be distributed at Jt. Z Mtg), and setbacks for adult businesses.  Karen suggested meeting 2x per month to complete amendments then not during the summer or holidays of Nov. & Dec.


David Snively updated the board on the possible sale of the underused Grange Park where the proceeds from an industrial property could be better used for maintaining other Newbury Parks.


The next regular meeting was scheduled for February 24, 2010 at 7:15 p.m. with a followup meeting on March 13, 2010 at 9 a.m.


Alice nominated Lou Tomsic as vice-chairman that passed by unanimous vote.


The Zoning Commission meeting adjourned at 8:15 p.m.
