ZC August 25, 2010

On August 25, 2010 the Newbury Township Zoning Commission (ZC) held their regular monthly meeting in the upstairs meeting room of Newbury Town Hall.  Carolyn Paschke called the meeting to order at 7:10 p.m. with Lou Tomsic, Judd Douglas present - Sue Wagner and Steve Kitko joined the group at a later time.  She reminded everyone that the meeting time had been changed to begin at 7:00 p.m. 

 

Karen Endres briefed the board on a new composting business application (wood shavings/manure from horse stables to garden mulch) that was not covered in the NZM; it was not really agriculture nor did it comply with the industrial wording.  It may go to the BZA for a variance.

 

The board then addressed the topic of Wind Turbines.  Marge distributed copies of the Auburn turbine amendment that was approved by the Planning Commission.  Upon review the subject was tabled for the next meeting when a full board would be in attendance.

 

Ms. Endres updated the board on finalizing the 1 acre land swap where Kinetico would deed a driveway/roadway parcel to the Trustees in exchange for an equal land transfer from the rear of the Grange Park property.

 

Judd Douglas said he was comparing the model zoning with the NZM and found many definitions lacking or needing revisions - an on-going process.

 

Ms. Endres said that parking issues remain and the land bank issue should be addressed.

 

The board recommended ordering copies of the Basic Zoning Reference Guide that was presented at the last zoning seminar.  Marge will request funds for this material.

 

The Trustees will hold their Public Hearing on the 2010-1 Zoning Amendment on Sept. 1, 2010.  Several items, omitted in that copy, could be added during this hearing: revise sign regulations for 2 signs on corner lots and allow extra ground signs for long road frontages for the same business.  Carolyn and Karen will work on appropriate wording to include with any revisions the Trustees may make.

 

Steve Kitko reviewed the differences between the legislative BZA and the administrative ZC, noting the ZC is not sworn in.

 

The next regular meeting is scheduled for September 22, 2010 at 7:00 p.m.

 

The Zoning Commission meeting adjourned at 8:30 p.m.
