On August 24, 2011 the Newbury Township Zoning Commission (ZC) held their regular monthly meeting in the upstairs meeting room of Newbury Town Hall. Carolyn Paschke called the meeting to order at 7:15 p.m. with Lou Tomsic, Judd Douglas, Jerry Hudak with alternate Steve Kitko present. Judd Douglas moved & Steve Kitko seconded the motion to approve the minutes of the 7-27-11 meeting that passed unanimously and then was duly signed.
Carolyn Paschke said there were no other items to consider and asked the board to continue to review/revise the new alternate energy wind turbines topic – Art. XXIV, Sec. 24.04 and the Planning Commission comments regarding the proposed NZ changes.
Carolyn Paschke and the board worked through the wind turbine code, item by item, but had not completed the review as of 8:50 p.m. The board agreed to finish the code at the next meeting.
Karen Endres briefed the board on items for consideration in the next amendment: 1) allowing different side setbacks for primary and auxiliary buildings - 15 ft. setback if auxiliary building is less than 600 sq.ft.; 2) solar & woodburners as alternate energy and 3) a frank discussion on the “composting” topic for a future meeting.
Judd Douglas suggested sending email copies to the Planning Commission for a second review of the completed Wind Turbine code and also sending the Wind Turbine code to the Newbury Trustees for their comments.
The next ZC meeting will be held September 28, 2011.
Ms. Paschke adjourned the meeting at 8:55 p.m.
