Trustees Park Board and Rec Board meeting March 2, 2013

The special meeting of the Board of Township Trustees, Newbury Township was called to order at 9:00 a.m., March 2, 2013, with Mr. Quigley, Mr. Skomrock and Ms. Blair present.


This meeting is a tri-board meeting with the Park Board and the Rec Board.  This is to discuss current and future projects.


Mr. Quigley thanked everyone for coming.


Mr. Quigley talked about a possible levy to cover the Park costs.  Mr. Snively spoke with Mr. Gliha about a levy.  There are 5 ways to cover this.  Money from the general fund, allocate general fund revenue formally through the county to their park account at some millage, trustees put a park levy on the ballot and it is voted on and all funds go directly to the park, establish a park district and it decides if there will be a levy and how all funds are spent, and have donations made to the park by businesses and individuals.


Discussion then turned to if the environment is right for passing a levy.  It is believed that the public needs to decide what is needed at the Parks and if they would support a levy.  This could be done with a survey. 


Mr. Quigley indicated that the township will dig the trench required for drainage. 


Mr. Ule is still committed to putting in the access driveway; he is waiting on the weather to improve.


The Rec Board was asked about the funds they have available, and what they are going to do with it.   This money was earmarked for use on field 5, the new field.  They have not offered it up yet since not much progress has been made on the field.


The steps required to receive the Rec Board money will be put together, so action can be taken to get the funds.


The Rec Board indicated that the uses of baseball fields, by the younger people, are dwindling.  Baseball numbers are getting smaller, but the multipurpose fields are getting bigger. 


It was suggested that the Rec Board use the Township field primarily and not the ones located on school property.  The Rec Board is concerned that if they went to using the township field instead of the school fields, it would be not be cost effective due to concession stand location and the bathrooms.  


Mr. Quigley spoke to Soil & Water; the Chagrin Water Shed group is coming up with a plan to submit to Soil & Water.  Mr. Ober indicated that Chagrin Water should present their findings to Soil & Water.


This meeting was adjourned at 10:16 a.m., upon a motion by Ms. Blair, a second by Mr. Skomrock, and a unanimous affirmative vote.
