Trustees meeting March 20, 2013

The regular meeting of the Board of Township Trustees, Newbury Township was called to order at 7:30 p.m., March 20, 2013, with Mr. Quigley, Mr. Skomrock and Ms. Blair present.

 

The addendum between the Newbury Board of Trustees and The Shooting Range extending item #11 for an additional 180 days was signed.

 

 

Minutes of the regular meeting March 6, and the Special meeting of March 13 were approved by a motion by Mr. Skomrock, 2nd by Ms. Blair and a unanimous affirmative vote by all and the special meeting of March 18 were approved by a motion by Mr. Skomrock, 2nd by Ms. Blair and a unanimous affirmative vote by all with Mr. Quigley abstaining from March 18, 2013 vote due to absence.

 

Resolution 2013032001 honoring Eagle Scout Thomas P. Somrock, for repairing and painting the goat barn at the Geauga County Fair Grounds was passed by a motion of Ms. Blair, 2nd by Mr. Skomrock and unanimous affirmative vote by all.

 

Resolution 2013032002 honoring Eagle Scout Eric Knapik, for building of a sensory walking trail at High Brook Lodge was passed by a motion of Ms. Blair, 2nd by Mr. Skomrock and a unanimous affirmative vote by all.

 

Mr. Quigley spoke on the Energy proposal from AEP; he recommends that we stay where we are at.

 

Mr. Quigley spoke on EPA testing for the trucks, he will leave the paperwork in Mr. Zimperman's box for him to handle.  He also spoke on ODOT Road Maintenance Seminars for the road crew, he asked Mr. Skomrock to look over the list and see if there is anything that looks beneficial to the Township

 

Mr. Skomrock spoke on the bed liners that he was checking on.  The vendor will contact Mr. Skomrock after he is back at work; the vendor is currently at a trade show.

 

Mr. Quigley reported that he is still working on the mud sheets for the cemeteries.

 

Mr. Quigley has received additional calls on barking dogs.  The prosecutor indicated that the proposed resolution was not appropriate for this cause.  A noise ordinance was also discussed.  This tends to be difficult due to decibel levels and monitoring decibels.  Ms. Hrabak suggested anti barking collars for dogs, but the owner would have to purchase them and put them on their dogs.  Mr. Quigley will speak with the parties involved.

 

Ms. Blair reported on a time clock for hourly employees at the road department.  Resolution 2013032003 the road department day will start 7:00 a.m. and end 3:30 p.m. unless called in by your supervisor or Board of Trustees.  Motion to accept resolution made Ms. Blair, 2nd by Mr. Skomrock and a unanimous affirmative vote by all.

 

Ms. Blair made a motion to purchase the Compumatic time clock with 1 time clock, 2nd by Mr. Skomrock, and a unanimous affirmative vote by all.

Mr. Quigley motioned to move to Executive Session at 8:28 PM, motion by Mr. Quigley, 2nd by Ms. Blair to discuss pending legal matters. Ms. Mansfield was invited to attend.

 

Return to regular session at 8:36 PM no decision was made.
