Trustees meeting June 15, 2011

The regular meeting of the Board of Township Trustees, Newbury Township was called to order at 7:30 p.m., June 15, 2011, with all members present. Minutes of the meeting of June 1, 2011 were approved upon a motion by Mr. Skomrock, a second by Ms. Blair, and a unanimous affirmative vote.

Ms. Hrabak reported that one Canyon Lakes subdivision was approved at last night's Planning Commission meeting. Ms. Hrabak also described the Planning Commission's review of several recent court decisions dealing with zoning issues.

Mr. Lair informed the trustees that he had placed a Legal Notice in the Geauga County Maple Leaf for the 2012 Tax Budget Hearing, to be conducted at 8:00 p.m., July 6, 2011, during the regular Trustees’ meeting.

Mr. Snively brought up the issue of the newly-constructed Oberland Park ball field and the erosion which has occurred there following its completion. Ms. Blair said that a meeting would be held shortly with the professionals involved in the design of this new ball field, as these erosion issues will require some expenditure to correct. All three trustees expressed the opinion that this expenditure should not come from the taxpayers, as the professionals involved in the design had the responsibility to anticipate drainage issues and allow for them in the design and erosion control configuration that should have been put in place to avoid this problem.

Mr. Snively reported that the judgment entry process for the proposed shooting range to be located at the Newbury Business Park was temporarily delayed due to the applicant's attorney not being available to work on the judgment entry document. The trustees all expressed support for the project.

Ms. Blair reported that the bid procedure for the NOPEC grant process would have to be redone to follow Ohio Revised Code requirements specific to energy conservation expenditures. She is working with Mr. Hess to secure new proposals along with arranging to provide the public notices required to solicit these proposals.

Mr. Snively reported that Ms. Endres had asked the County Building Department to inspect the exterior stairway at the east end of the building, after an individual reported a potential safety issue with it. Mr. Snively reported that GMHA and United Way are looking for additional volunteers to assist in the construction of the playground planned for Scranton Woods on June 23rd.

Correspondence received since the last meeting was reviewed by Mr. Snively, including a letter of support from Newbury School Superintendent Wagner for the sidewalk project the township is proposing for possible Geauga County Community Development Block Grant funding. Mr. Snively also showed the other trustees the thank-you notes that have been prepared by Ms. Wishart to thank everyone who helped in the final pavilion and picnic table construction, landscaping, and other area preparation prior to the Oberland Park dedication ceremonies.
