Trustees meeting December 15, 2010

The regular meeting of the Board of Township Trustees, Newbury Township was called to order at 7:30 p.m., December 15, 2010, with all members present. Minutes of the meeting of December 1, 2010 were approved upon a motion by Mr. Snively, a second by Mr. Skomrock, and a unanimous affirmative vote.

The trustees announced that the year-end meeting would be held on December 27th at 7pm. Mr. Lair provided a brief overview of November month-end financial results. At the request of the Fiscal Officer, Mr. Skomrock moved that the board adopt the following appropriation transfer resolutions:
Resolution 2010121501 transferring $38,000 from 2141-330-360 Road Levy - Contracts to 2141-330-190, Road Levy – Salaries, Resolution 2010121502, transferring $9163.30 from 2141-330-360 Road Levy – Contracts to 2141-330-219, Road Levy – Employers Retirement Contribution, Resolution 2010121503, transferring $4500 from 1000-110-740, Machinery and Equipment to 1000-610-590 Park-Other, and Resolution 2010121504, transferring $3000 from 1000-110-740, Machinery and Equipment to 1000-410-323, Cemetery Repairs & Maintenance.
Mr. Snively seconded this motion, which was adopted by unanimous vote.

Ms. Hrabak reported that in the Planning Commission meeting for November the Planning Commission did not approve Bainbridge sign amendment as, it was considered to be not enforceable. Ms. Hrabak also reported that the December Planning Commission meeting had been canceled.

Ms. Blair brought up the issue area complaints regarding power reliability in the Kiwanis Lake communities, with 3 power outages thus far in 2010. First Energy representative Mia Moore reported that First Energy has reviewed the area for any current issues and did not find any obvious contributing factors. However, she said that a full circuit patrol and full vegetation control has been scheduled for 2011.

Mr. Skomrock reported that two prearranged cemetery plots have been sold recently, necessitating the execution of two deeds for these plots. Mr. Skomrock reported on two culvert replacements being made on Route 87 in the near future, one of which will be near Chatham Glen and will necessitate a temporary road closure. Mr. Skomrock noted receipt from the County Engineer of the completed application for the OPWC Burton Hts. Blvd. project, with the estimated township contribution toward this work being $20,000.

Mr. Snively reported on the current status of the road abandonment project to be conducted for certain portions of roads in the Kiwanis Lake subdivision. It appears at this point that the township can revisit a resolution considered several years ago to move this process forward.

The trustees decided to hold their organizational meeting for the new year on January 6th. Ms. Blair also said that the trustees tentatively established a time of January 15th at 9am to meet with potential BZA and Zoning Commission candidates. This meeting was adjourned at 8:12 p.m., upon a motion by Mr. Snively, a second by Mr. Skomrock, and a unanimous affirmative vote.
