A special meeting of the Board of Township Trustees, Newbury Township was called to order at 7 p.m. August 16, 2010 by Chairwoman Jan Blair, with Trustees Bill Skomrock and David Snively in attendance. Also at the meeting were Les Ober and Roger Mezak from the Park Board and Michael Warmington from Graper and Warmington Inc., general contractors (180 A Mentor Ave., Painesville, OH 44077). Fran Warmington and Wayne Mansfield also attended. Jan Blair explained that the Park Board representatives were present to announce the bid recipients for base work on the pavilion and the softball field at Oberland Park.
Les Ober read letters from the Hess and Associates engineering firm of Newbury verifying that the references from Graper and Warmington and from Thomas Hall are legitimate. George “Chip” Hess recommended trustees accept Thomas Hall’s bid of $47,472 for the ball field and Graper and Warmington’s bid on the pavilion for $51,455.
Ms. Blair noted Hess and Associates has completed due diligence as requested. She also said the bids were examined by the township’s legal advisor who recommended trustees reject the lowest pavilion bid by Peroni Concrete due irregularities in the bid bond. She called for a motion. Mr. Snively made the motion to accept the bids of Graper and Warmington for the pavilion project and Thomas Hall for the ball field. Mr. Skomrock seconded this motion, which passed by unanimous vote.
Michael Warmington said he or one of his partners, possibly Dave Graper, will attend the Park Board meeting at 7:30 p.m. Thursday to discuss details. He signed the acceptance of bid award notice.
Mr. Snively moved to adjourn the meeting at 7:17 p.m. Mr. Skomrock seconded this motion, which passed by unanimous vote.
