Trustees budget hearing 5-24-12

The special meeting of the Board of Township Trustees to review the 2013 budget, Newbury Township was called to order at 7:00 PM, May 24, 2012, with Mr. Quigley, Ms. Blair and Mr. Skomrock present.

Mr. Quigley started with his projection into 2014 assuming the same revenue and expense through 2014 indicating that we would be approximately $300,000 in the red.

Ms. Blair talked about the resource sharing meeting she attended earlier this week, which included things like sharing people and supplies, where supplies are purchased in bulk then shared. Ms. Blair indicated that the Township should look into this further.

Mr. Quigley spoke on salaries and benefits being the biggest issue, with the road department being the biggest amount of salaries and benefits.

Talk then turned to the expiring Road Levy. Several options of a 1.9 mill levy that could either be a renewal or a replacement and a 1.8 mill replacement levy. The Trustees decided to put a 1.9 mill levy for 5 years on the ballot to be collected in 2012 for payment in 2013, with a motion by Ms. Blair, 2nd by Mr. Skomrock, with a unanimous affirmative vote.

Ms. Blair spoke on billing services for the Fire Department. Ms. Blair indicated that the Fire Department could be losing out on approximately $90,000.00 of possible billings.

Several cost saving topics came up including, medical insurance with a possible 10% employee contribution. Time management was discussed along with flex time, for the road department.

Ms. Blair indicated that the action items for further research were:

Marcia and Jan to review line items
June 6th hold an Executive Session with Randy and Doug at 7:00 P.M.

Ms. Blair then discussed the quotes she got from Hummel Const. For a roof and siding on the town hall.

Mr. Quigley will talk to Tony Weston; to look at the siding to see if can be repaired.

A motion was made to adjourn at 8:27 PM by Mr. Quigley, 2nd by Ms. Blair and a unanimous affirmative vote by all.
