Trustee Minutes 11/18/2015

The regularly scheduled meeting of Newbury Township Trustees was called to order at 7:00 p.m., November 18, 2015, with Glen Quigley, Bill Skomrock and Jan Blair present.

 

Ms. Mansfield requested that the minutes from the November 4, 2015 and November 15, 2015 special meeting be approved as presented.  Motion to accept the minutes as presented was made by Ms. Blair, 2nd by Mr. Skomrock and a unanimous affirmative vote by all.

 

Mr. Fagan reported for the Fire Department 568 calls year to date and 28 month to date.  He reported that they have started to get the paperwork signed by patients for the soft billing.  He reported December 13th will be Santa at the Fire Department 11:00am to 2:00pm.

 

Mr. Mansfield reported for the parks, the electrical service has been approved by the county and within 10 days First Energy should turn on the power.

 

Mr. Quigley reported that 2017 will be the Township Bicentennial and the Township is planning on celebrating with the help of the Park Board.

 

Ms. Hrabak reported a quite couple of weeks in zoning. There will be a BZA hearing for the old site of Skip & Ray’s in December.

 

Mr. Skomrock showed a presentation on pavement preservation that he and some of the Road Department employees went to.  The Road Dept. may try one of the methods to see if it is a good option for maintaining the roads saving in paving cost by extending the life of the original asphalt or chip seal.

Move to Executive Session to discuss the sale of Real Estate at 7:56 PM motion by Ms. Blair, 2nd by Mr. Skomrock and a unanimous affirmative vote by all.  Return to regular session at 8:24 PM, no decisions made.   The Trustees then discussed a counter offer and did make a counter offer to the purchaser, but our legal team indicated that we do not have to disclose the counter offer in public.

 

The Trustees discussed moving the first meeting in December to December 1, 2015.  The second meeting will be December 30, 2015.  Motion to move meetings were made by Mr. Skomrock 2nd by Ms. Blair and a unanimous affirmative vote by all.

 

Ms. Blair discussed our medical insurance that would include a 13.65% increase, motion to accept Medical Mutual renewal for health care, motion to approve was made by Mr. Quigley 2nd by Mr. Skomrock and a unanimous affirmative vote by all. 

 

Ms. Blair reported on a concert in the park.  A chagrin valley organization wants to have a concert in the park in different townships in Geauga County.  These concerts are held on Tuesdays. Mr. Quigley motioned to have the concert in the park on July 19, 2nd by Mr. Skomrock and a unanimous affirmative vote by all.

 

Mr. Quigley discussed communicating better with the residents on Newbury Township.  Ms. Blair talked Mr. Karlovec at the Maple Leaf and he indicated that we could write an article for the Community News section of the paper free of charge.

 

Mr. Quigley reported that nothing would be done with a snow ban this year, as the Fire Department indicated it is not a problem for them.
