Trustee Meeting 10/05/2016

The regularly scheduled meeting of Newbury Township Trustees was called to order by Glen Quigley at 7:00 p.m., October 5, 2016, with Glen Quigley, Jan Blair and Bill Skomrock, Jr. present. All joined in the pledge of allegiance.

Ms. Mansfield asked for approval of the minutes from September 20th and 28th meetings as presented. Motion to approve the minutes as presented was made by Mr. Skomrock 2nd by Ms. Blair and a unanimous affirmative vote by all.

Mr. Fagan reported for the Fire Dept. calls year to date of 465, September had 54 and so far in October 10.

Mr. Zimperman reported for the Road Department that he gave the 2017 paving list to the County, he will be meeting with the county to finalize projects. Munn, Crosscreek and Kiwanis Lake are on the list to get estimates from the County, not all these will be done in 2017. The projects will most likely by Munn and Crosscreek. Equipment for 2017 would be a grinder, skid steer, trailer and a Freightliner. He has several items listed on Govdeals.com to get rid of unused items and clean-up of the road dept. He reported that we would need a storage tank for the pretreating truck; the cost is approximately $2,000.00, the Trustees okayed this purchase. Mr. Zimperman discussed hydro seeding behind the Town Hall and several other locations in the township we are waiting for more information. Mr. Zimperman had quotes for a new skid steer at approx. $87,500 and a trailer at $20,167. The Trustees will consider this expenditure.

Ms. Hrabak reported for the BZA with a hearing on a detached shed that was approved, a riding arena was continued because there were questions that needed answers. The next hearing is for solar panels for a house and an oversize garage.

Mr. Quigley discussed the zoning commission’s proposal of an amendment to the zoning resolution regarding alternative energy. He had questions about the height and whether it would work for the fire department, and also the maximum amount they can make at 125% of historical usage, how would we monitor that? There were other questions that need to be answered before this amendment would be accepted. A letter was typed up and signed to be returned to the zoning commission.

Mr. Quigley also discussed zoning regarding medical marijuana. If zoning does nothing than it is prohibited, it can be a conditional use, or it can be permitted. He also indicated that there was a new agro tourism that zoning will be discussing also.

Mr. Mansfield reported for the Park Board, he ordered the lights and Jim Stefancin and Wayne Mansfield will install them when they arrive. The next meeting of the Park Board will be October 13, at 7:30PM.

Mr. Quigley reported that Eagle Scout Zack Corkwell finished his project at Oberland Park and a photo of the deck was passed around.

Mr. Skomrock reported on the additional storage building for the Road Department. He and Mr. Zimperman met with Mr. Jim Dixon to discuss this addition. There could be a possibility of a new well, but the septic would most likely be okay. The approximate cost is $100 per square foot at approximately 9,000 square foot. He also discussed a drainage issue at Hillview and Crestwood, the ORC prohibits us from working on private property. We would have to create an easement to make the repairs. We are waiting for advice from our legal representative.

Ms. Blair reported she is working on insurance quotes of 2017 and we are still attending BWC safety meetings so that we get discounts.

Mr. Skomrock reported that he and Mr. Zimperman and Ms. Mansfield will meet with Sheffield Monument on October 21st to discuss repairing the headstones.

Ms. Blair discussed an assessment of the Town Hall lighting. She has some questions on the information she received and will have more information soon. She then discussed other projects on the list.

Ms. Blair also discussed Vet’s Park and trying to get a military tank, she has been talking to people about getting it. She was told to write a letter and get all the information together. She has submitted this information.

Mr. Quigley invited everyone to come to the Veterans Day celebration at the new Vet’s Park at 11:00AM.

Mr. Skomrock reported for the sheriff’s department at 278 calls for September.

Oct 21 at 11:00AM Leadership Geauga will dedicate the Fullertown sign at the intersection of Sperry and Fairmount.

Mr. Zimperman questioned people buying headstones on the internet and who will be setting them. The Trustees will come up with a policy on this.

There was then questions and answers from the audience, mostly about the Township Budget and spending. The Township is working on a presentation.
