Trustee Meeting 03/16/2016 (part 1)

The regularly scheduled meeting of Newbury Township Trustees was called to order at 7:00 p.m., April 6, 2016, with Glen Quigley, Bill Skomrock, Jr. and Jan Blair present.  

 

The minutes of the regular meetings of March 16, 2016, were approved by a motion from Ms. Blair 2nd by Mr. Skomrock and a unanimous affirmative vote by all.

 

Discussion went to Green Visions and legal action pending.  Ms. Blair motioned to authorize Susan Weiland take any and all appropriate legal action against Green Vision for zoning issues, 2nd by Mr. Skomrock, and a unanimous affirmative vote by all.

 

Ms. Mansfield presented the March 2016 financials for approval.  Motion to approve financials as presented was made by Ms. Blair, 2nd by Mr. Skomrock and a unanimous affirmative vote by all.

 

Ms. Mansfield requested Resolution 20160406-01 for additional appropriation to fund number 4904-760-720 Buildings in the amount of $61,594.00.  This additional appropriation is for the funds that the two vet park grants will create.  Motion to approve additional appropriations was made by Ms. Blair, 2nd by Mr. Skomrock and a unanimous affirmative vote by all.

 

Ms. Mansfield reported that our audit would begin around April 11th.  The auditor has discussed a pre audit conference that we can wave.  Motion to approve pre audit conference waiver, was made by Ms. Blair, 2nd by Mr. Skomrock and an affirmative vote by all.

 

Shane Hajjar from the engineer’s office attended the meeting to discuss 2016 road paving.  Resolution 20160120-02 and 20160120-03 determining that the public convenience and welfare require the improvement of Section G of Munn Road (TR147) from Bell Street (CH10) to Music Street (TR146), Elm Drive (TR420) from Kinsman Road (SR87) to View Drive (TR 431) and authorized the Geauga County Engineer to prepare engineering plans in accordance with Section 5573.01 of the Ohio Revised Code.  Bids will be opened May 4the at 7:35.PM.  Motion to approve the resolutions was made by Ms. Blair 2nd by Mr. Skomrock and a unanimous affirmative vote by all.

 

Mr. Fagan reported for the Fire Department 148 calls YTD and 40 in March, 7 so far in April.  Mr. Fagan presented two invoices to be paid from the misc. fire fund.  He also had quotes for sections of the concrete driveway. 

 

Mr. Jeff Bonano from Ironman Contractors was in attendance to discuss their rental.  He would like to update the front of the building at his cost.  He is in no hurry on the expansion.  The Trustees will revise his current lease and have our legal people review it, and then present it to him.

 

Mr. Zimperman reported for the Road Dept. Town Hall drains, go out past the flag pole and out to Auburn.  County recommends putting in a new drain.  Doug will get prices on drain repair and/or enclosing the stairwell. 

 

Mr. Zimperman indicated that he may need a 60x90 building and possibly a cold storage area at the Road Department.  He and Mr. Skomrock will meet and make a diagram for what they would like.

 

Mr. Zimperman discussed cleanup day advertising for June 4th.  The senior center will advertise.

 

Mr. Zimperman had two quotes for lawn mowers; one was approximately $7,000 for a Ferris and $9,000 for an Exmark.  Motion to approve purchase of least expensive lawn mower was made by Mr. Skomrock, 2nd by Ms. Blair and a unanimous affirmative vote by all.

 

He then discussed guardrail replacement on Arbor Trail, Stone, Music, and Pekin.  Motion to approve up to $10,000 for guardrail was made by Mr. Skomrock, 2nd by Ms. Blair and an affirmative vote by all.

 

Mr. Skomrock indicated that he has applied for the sign grant on April 1, 2016.

 

Mr. Skomrock reported 167 sheriff calls for March.

 

Ms. Blair attended a meeting at Russell Township regarding ground water in Geauga County. 

 

Mr. Quigley reported that Sidley was donating block and cement for a portion of Vet Park.
