Township Meeting - 3/15/2006

The regular meeting of the Board of Township Trustees, Newbury Township was called to order at 7:30 p.m., March 15, 2006, with all members present.    Mr. Skomrock moved that minutes of previous meetings be approved.  Mrs. Blair seconded this motion, which passed by unanimous vote.  Fire activity reported by Mr. Fagan included 28 calls month-to-date, with 118 year-to-date.  Mrs. Blair provided a summary of the Financial Review Committee meeting of March 7th.  

Mr. Skomrock moved to authorize David Lair as Fiscal Officer to execute documents on behalf of the township to enable wiring of funds from the township’s National City Bank checking account to the township’s Star Ohio investment account:
-    Semi Repetitive Transfer Authorization Form
-    Certified Treasury Management Resolution
-    Global Wire Transfer/Designation of Client Representatives and Security Administrator Setup Form
-    Master Treasury Management Services Agreement
Mrs. Blair seconded this motion, which passed by unanimous vote.

Mr. Quigley reported that he had responded to a request for information from the Park Board.  Mr. Quigley also reported that he met with Ms. Jamie Babb, and had asked Sheriff McClelland to send a deputy to help investigate.   Mr. Quigley also said that Chief Aytay would be reviewing the history of apparent trespassing onto and vandalism of Ms. Babb’s property.  The trustees discussed the Financial Review Committee.   Mrs. Blair moved to re-appoint Ms. Mary Cseplo to the Financial Review Committee for a new three-year term.  Mr. Skomrock seconded this motion, which passed by unanimous vote.  The Trustees and Fiscal Officer all expressed their appreciation for the skill and interest that Ms. Cseplo brought to her role on the Financial Review Committee.

Mr. Skomrock moved to adopt Resolution 20060315001, a Resolution of Convenience and Necessity for the Improvement of Moss Glen Trail, TR 867.  Mrs. Blair seconded this motion, which passed by unanimous vote.  Mr. Skomrock moved to adopt Resolution 20060315002, a Resolution of Convenience and Necessity for the Improvement of Section D of Music St., TR 146.  Mrs. Blair seconded this motion, which passed by unanimous vote.

It was noted that the Munnberry (All Erection Crane) case had been continued to an unspecified date.  The trustees discussed their opposition to SB 191, which would allow surface mining in residential and commercial districts.  It was decided to send letters to State Representative Matt Dolan and State Senator Tim Grendell voicing the Board’s opposition to this proposed legislation.

Police Chief Terry Aytay reported 36 calls month-to-date and 171 calls year-to-date.  He reported that he was working to find a DARE-certified individual to conduct training for Workers Compensation rate reduction activities, and he briefly discussed a DVD, which provides information on mail fraud and Internet scams.

Road activity was discussed with Mr. Hollis, including quotes for Clean Up Day.  Penn Ohio’s quote was significantly less expensive than the Waste Management proposal.  Mr. Skomrock moved to accept Penn Ohio’s quote.  Mrs. Blair seconded this motion, which passed by unanimous vote.  Great American Cleanup Day was scheduled for May 20th from 9 am to 1 pm.

Zoning activity was reported by Mrs. Endres.  It was noted that the Addington subdivision had been approved by the Planning Commission.  It was reported that the County Prosecutor’s office was hosting a Zoning Seminar, to be held at the new Safety Center on Saturday, April 8th.   All court cases on alleged zoning violations are still pending.

Old business discussed included cemetery record-keeping, possible modifications to the leave-of-absence policy, audience seating, and estimates for replacements of the front door.   Mr. Quigley said he would do a little more research on the specifics of what is included in each quote, and whether a warranty could be provided.  The trustees agreed that the Newbury United Community Church be permitted to use the township’s corner lot for the June 17th Craft and Clutter day and the July 29th Down on the Farm Day.  

The trustees discussed the need to review road rights of way within Kiwanis Lake, and determined that such rights of way that would not be needed and would not land lock any property owner should be abandoned.  Also discussed was a need to replace some of the windows in the town hall, as some of them are beginning to deteriorate.  Also discussed were possible implementation of a program to preserve cemetery headstones.  It was agreed that measures would be taken soon to ensure that no headstones were allowed to remain a hazard to passers-by as being likely to fall and possibly injure someone in the immediate vicinity.  Mrs. Blair discussed the Newbury Economic Development Leadership Committee that she and Bill Skomrock were organizing, with the first meeting scheduled for April 3rd at 7:00 p.m.  *** Added ***  Mrs. Blair moved that Mr. Skomrock be appointed to the Geauga County Health District Advisory Council.  Mr. Quigley seconded this motion, which passed by unanimous vote.
