Township Meeting - 12/4/2004

The regularly scheduled meeting of the Board of Township Trustees, Newbury Township was called to order on December 1, 2004 at 7:30 p.m., with all members present.    Mr. Quigley moved to accept the minutes of the previous meetings with one correction; Mr. Majeski seconded this motion, which passed by unanimous vote.  
 
Police activity reported by Patrolman Aytay included 15 tickets written, 22 warnings issued, and a report that the department was working on investigation of three burglaries.
 
Mr. Quigley reported that the Fire Department was currently having a trustees meeting and a representative couldn’t be present at tonight’s Township Trustees’ meeting.  He also reported that the Fire Department was hosting Santa Claus at the Fire Station on December 12th from 11am to 2pm.
 
Roger Mezak addressed the trustees regarding Recreation Board issues.  He presented recommendations for a new term for two Recreation Board member positions.  Stan Teachout was recommended as a replacement for Pat Day, who is retiring from his position on the board, and Greg Munn was recommended for re-appointment.  Mr. Majeski moved that Greg Munn be reappointed and that Stan Teachout be appointed.  Mr. Quigley seconded this motion, which passed by unanimous vote.  Mr. Mezak also presented on behalf of the other NJRB members formal requests that the Board of Trustees commit to the set-aside of money in each annual appropriation for both annual general needs and future development and maintenance of Newbury Township parks.
 
Zoning activity reported by Mrs. Endres included a report that a summary judgment had been made in favor of Newbury Township in the All Erection case.  There is a possibility that the plaintiff can re-file on some issues in another court.  Some progress was reported on the case involving an alleged salvage operation going on in Kiwanis Lake.  It was noted that the Geauga County Building Department had sent a letter to the trustees designating the building at 14802 Beechwood Drive as unsafe to occupy.  This letter can now be taken to the Prosecutor’s office and further action taken.  Mrs. Endres reported that she would be obtaining copies of the Newbury Sand and Gravel case documentation from Burton Township.  The trustees asked that she also obtain a copy of the mailing list used to notify adjacent property owners of the hearing held to review that matter.
 
Old business discussed included a report from Glen Quigley that Dave Dietrich of the Geauga County Planning Commission and Kyle Dreyfuss from the Chagrin River Watershed Partners would like to attend the second meeting in January to discuss draft riparian setback regulations.  Mr. Quigley stated that he has also asked the Zoning Commission to move ahead on institutional zoning involving township and school properties.  Mr. Majeski said that he would be following up to contact Congressman LaTourette’s office to seek his support in funding for turning lanes on Rt. 87.  It was reported that Hoenigman Enterprises has donated a couple of Christmas trees for decoration by the township for this year’s Christmas Tree lighting ceremony, scheduled for 7pm on Dec 11th.  Mr. Quigley read a letter thanking the local Boy Scout Troop 99 for their efforts in decorating a Christmas tree on display at the Donald Meyer Center at Big Creek Park.  
 
Mr. Fioritto said that he had spoken to Bill Skowronski from the Ohio EPA regarding the current status of the Manfredi Motor Transit site cleanup.  Mr. Skowronski said that he would be providing in the near future additional information as to the specific requirements that Manfredi would have to follow.  Correspondence reviewed by Mr. Fioritto included a review of the official November 2004 election results received from the Board of Elections.  A Township Park Board representative presented a request that specific park board funding be included as a part of the 2005 appropriation process.
