Township Meeting - 11/16/2005

The regularly scheduled meeting of the Board of Trustees, Newbury Township was called to order at 7:30 p.m., November 16, 2005, with all members present. Minutes of the previous meeting were approved as read upon a motion by Mr. Fioritto, a second by Mr. Majeski, and a unanimous affirmative vote.  

Mr. Quigley reported that he had discussed OTARMA loss control specialist recommendations with Eric Drake, Geauga County Prosecutor’s Office township counsel.  Based on this conversation, Mr. Quigley said that the new board would be taking action on required policy creation, including accident control policies early next year.  Mr. Quigley also reported on his further review of ADA guidelines affecting nature trails.

Regarding the small township-owned parcel on the north side of Rt 87 across from the Fire Department, Parcel 23-707904, Mr. Quigley reported that Newbury Center LLC had offered to buy this parcel for $300.  Mr. Majeski moved that the township accept this offer; Mr. Fioritto seconded this motion, which passed by unanimous vote.

Mr. Majeski moved that the trustees cast a vote for Les Ober as a representative on the USDA Farm Service Agency.  Mr. Fioritto seconded this motion, which passed by unanimous vote.

Mr. Quigley read a letter written to Santo Battaglia outlining his leave of absence status, and wishing him well in future endeavors, should Mr. Battaglia chose not to return to his position prior to December 13th.

The trustees established 6:15 pm., 12/7/05 as the time and date for the public hearing by the trustees on the proposed amended Zoning Resolution.

Mr. Majeski moved to offer benefits coverage, including healthcare, dental, life, and disability insurance, to newly-elected township trustees taking office January 1, 2006.  Mr. Fioritto seconded this motion, which passed by unanimous vote.

Mr. Quigley read a letter which he had written to state elected officials in opposition to SB191, which would allow surface mining in residential neighborhoods.  This letter was signed by all three trustees.  Mr. Quigley reported that he and Karen Endres would be attending a pretrial at Judge Burt’s courtroom regarding the All-Erection Crane case.

At the request of the Clerk, Mr. Majeski moved that the following appropriation transfers be made:
  $3500 from Zoning-Salaries to Administration – Medical/Hospitalization
  $1000 from Police-Hospitalization to Police – Employer’s Retirement Contribution
  $1000 from Road-Salaries to Road – Other
Mr. Fioritto seconded this motion, which passed by unanimous vote.

Fire activity reported by Mr. Fagan so far in November included 487 calls year to date, with 21 for the month.  Police activity reported by Acting Chief Aytay included 37 calls month-to-date, 398 miles driven, and 90.5 man-hours worked.  Mr. Quigley reported that Mr. Hollis wouldn’t be present tonight, as there appeared to be a chance of severe weather before morning.  

Mr. Quigley discussed possible changes in the township’s hospitalization plan, and invited Trustees-elect Blair and Skomrock to participate in a meeting with Jason Matney from Burnham and Flower before the end of the year, so that potential plan modifications could be put into place at the beginning of next year.

Mr. Quigley reported that the Geauga Community and Economic Development remodeling project at the Kiwanis Lake Community Hall was complete, and that Jim Ford from GAR Paving had provided paving for the upper section of the parking lot, asking for some payment from the Community Center only when they had the funds to do so.  Mr. Quigley expressed his appreciation for Mr. Ford’s community-minded spirit, as evidenced by this act, and his recent work at Newbury School and the driveway leading back to the athletic fields of the school and Oberland Park.  Also discussed was the re-surveying of the Oberland Park property.

Mr. Quigley moved that the motion made earlier in the meeting to sell Parcel 23-707904 to Newbury Center LLC be modified to state that all costs associated with the title transfer of the township be borne by the purchaser.  Mr. Majeski seconded this motion, which passed by unanimous vote.
