Special Trustee Meeting 9/28/2016

The special meeting of Newbury Township Trustees was called to order by Glen Quigley at 7:00 p.m., September 28, 2016, with Glen Quigley, and Bill Skomrock, Jr. present. All joined in the pledge of allegiance.

This meeting is to discuss bids received for the Town Hall roof, Oberland Park parking area, and the Town Hall parking lot and pending capital improvements.

Ms. Mansfield reported that she received quotes for Oberland Park parking area from:

Klerco Construction $15,000.00 leave soil $16,500.00

GAR Paving $10,680.00, leave soil $12,800.00

Motion to approve GAR Paving’s quote to in the amount of $12,800.00 or $10,680.00 leaving soil/removing soil was made by Ms. Blair 2nd by Mr. Skomrock and a unanimous affirmative vote by all. At Mr. Skomrock’s request Mr. Quigley will contact GAR to see if removing the soil, means taking and reselling it or removing it to wherever the Township would like it.

Ms. Mansfield reported that she received quotes for the Town Hall Parking lot from:

Chagrin Valley Paving $23,374.00

GAR Paving $19,285.00 additional for line striping parking spots $1,400.00.

Motion to approve GAR’s quote of $19,285.00 with striping $1,400.00 was made by Mr. Skomrock 2nd by Ms. Blair and a unanimous affirmative vote by all.

Ms. Mansfield reported that she received quotes for the Town Hall roof from:

RAM Construction $7,400.00 plus $450.00 if gutters are needed, asphalt shingles

RAM Construction $5,500.00 plus $450.00 if gutters are needed, steel

Klerco Construction $9,500.00 asphalt shingles if one layer is removed

Klerco Construction $10,500.00 asphalt shingles if there are two layers to be removed.

Lashley Builders $5,945.00 asphalt shingles

Motion to approve Lashley Builders quote of $5,945.00 was made by Mr. Skomrock 2nd by Ms. Blair and a unanimous affirmative vote by all.

Ms. Mansfield reported that she had spoken to Sheffield Monuments about repairing headstones. We need to get a list of what needs to be repaired so they can quote the repairs. It was discussed and a meeting should be set with Sheffield Monuments at South Cemetery, so they can look and see what they can fix, i.e. broken headstones, straighten headstones, corners on bases etc. Then a list will be compiled.

Ms. Blair discussed repairs to the Town Hall, including painting, carpet and lighting. She should have pricing in a week or two.

Exterior repairs to the town hall were discussed including, ADA ramp in the front, windows, paint or siding.

Mr. Skomrock is working on the garage expansion.

Some residents in the audience questioned repairing the Town Hall and instead tearing it down and building one complex for the Township. Mr. Greg Tropf indicated he would rather shutter the Town Hall and build one large complex, to hold the road department and the administration office, instead of repairing what is currently in use. The Trustees indicated that this had been discussed in past meetings and it would require a levy or bond issue, at which time residents in the audience indicated they would not pass a levy or bond issue for this.

Mr. Skomrock moved and Ms. Blair seconded the motion to adjourn the meeting at 8:23p.m. The motion passed by unanimous vote.
