Meeting Minutes

November 14 2013, Newbury Town Hall

Present: Judy Barnhart, Mark Fritch,  Davis Snively, Les Ober, Wayne Mansfield , Roger Mezak, Jim Stafancin

Guests:  trustee Glen Quigley

Meeting called to order at 7:33 p.m.

Minutes of October meeting read via email and approved.

OBERLAND PARK DEVELOPMENT

 Rt 87 and Auburn Corner

Glen Would like a park board endorsement of the proposed development of a veterans park at the corner utilizing the donated tank. Impolitti Landscaping is willing to donate the time to design the corner development. Three area VFW posts including Burton are also providing letters of support. Glem is getting letters of support from area politicians and plans to ask the state for a $275,00 grant for the capital improvement project. Rec board has also endorsed the project. Development will use the entire 3.1 acres.Glen will meet soon with the neighboring property owners Newbury United Community Church and Kinetico get their support. Newbury United Community Church will still plan to hold the annual craft show put on by the church on the property as well. No community funds will be required. KSU did a study and past township survey supported developing a park at the corner. 10’ of road frontage along Rt 87 will be sold to the state for their road improvement project. Les motioned for the Park Board to support the corner park development, Wayne seconded, motion past. Other discussion: David wanted to make sure neighbors hear from Glen first not in the paper. The old tile silo currently sitting on the property be saved and incorporated in the design. Impelitto landscaping will attend a future  meeting to discuss design. Project will also have an honor roll of Newbury Veterans who gave their lives. Plan to begin shoveling May 1st with completion by Memorial Day of next year.Vote taken and motion passed.

Public Recirds Request: concerning Green Visions Materials developing a mulching facility on the old Manfredi property on Kinsman Rd. Each park board member received a certified letter asking for any correspondence in relation to the above and need to email or send that correspondence.

Rec Board report:

At their last meeting the rec board provided an expense report. The number of students participating in rec sports is dropping and may not have some teams next year. Newbury is a year behind? Having trouble with open enrollment and students leaving township. Rec board almost has their 501c3  tax classification, their lawsuit with Adler is going to court.

Ball field:

Drive extension to new field: Doug still has plans to put in the drive to ball field this year. Glen to send a letter to the school and get an easement in writing for the drive along school property.

Backstop: backstop location is staked, waiting for Auburn Fence to install.

Electric to shelter: $7400 is budgeted by trustees for the electric, discussion on if need 100 or 200 amp service, what is the cost difference? Discussion followed with the following: what size wire is required. Can the park board do the wiring and then have connection made? Roger recommended getting an electrical engineer to draw up what is needed. Glen to try and find somebody. Parking lot and dirt pile: suggestion on giving away the top soil and spread the rest. Estimated there is approximately 400-500 yards. Mark to check to see if his company (Ziegler) want the soil. Question raised: Is the parking lot expansion needed with dropping rec program enrollment, would save funds if didn’t need could park on the grass if grass is dry for larger events. Would have issues if ground wet.Roger has pictures of the original drive going in and wanted to know if anyone wants them. In spring need to have another tri-board meeting with trustees and Rec board.
