Special Meeting Minutes

August 5, 2010 8:00 p.m.

Newbury Town Hall


Present: Judy Barnhart, Roger Mezak, Mark Fritsch, Les Ober, Susan Walker-Meer

Guests: Jan Blair, David Snively, Chip Hess, John Mansfield, Tom Hall


Special Meeting called to order at 8:05 p.m.



RFP’s/Bid Process

Bids were delivered to Town Hall Wednesday, August 4, with opening at 8:00 p.m. at trustee meeting. Park Board members Roger, Mark and Susan were in attendance. Joanie from Development Office has bids and will review bid bonds of two lowest bidders with prosecutor. Chip Hess will then check references. Spread sheet of bids passed out. There were 5 bids for pavilion and 8 for ball field. Bids were requested submitted with a base bid with alternate additions to make sure we can build basic pavilion and begin ball field with money we have available. Pavilion base bid does not include concrete pad or stain. Ball field base bid covers stripping top soil, leveling ground and temporarily seeding and strawing area. Tom Hall was low bid for ball field. Peroni construction was slow bid for Pavilion.


Roger presented a list of thoughts on project:

Ball field needs to move forward with haste due to lateness in season for planting Pavilion start can wait until October State gave an extension for Nature Works grant, can we get an extension for this grant? Volunteer to stain wood ceiling prior to installing Can topsoil be moved back before seeding? Why difference in cost in removing ($9000) and returning ($17000)? (Replacement also included final grading.) Originally ball field was to be properly graded and seeded so Rec Board could continue with dugouts and fencing but base bid will not have it to that point. Suggest rebid pavilion with various alternatives.

Park Board elected to proceed as bid.


Tom Hall, low bidder for ball field, was in attendance. He stated he has constructed ball fields before. After base bid is accepted,township can work with contractors on modifying to make work more efficiently. He would like to keep top soil by field and not stock pile so available for spreading and reseeding right away.


Gas Line:

Still waiting for gas company to line up contractors. Should only take 2 weeks. Need to have done before construction can start.


Entrance Rock:

Rock engraving is finished. Mark hopes to seal it over the weekend.


Barrier Fence

Jan met with Fairmont Minerals who would like to use the 450’ of fencing along road as a community care day project and invited them to our next meeting to discuss fencing. They would like to start before that. Jan to set up meeting and let park Board know. Would like to have lumber delivered day before and have Fairmont Minerals pay for it directly so does not have to go through township budget.
