Meeting Minutes

October 8, 2015, Newbury Town Hall

Present: Judy Barnhart, Mark Fritch, Roger Mezak, Les Ober, Wayne Mansfield



Meeting called to order at 7:35. Minutes of September meeting read and approved.


Heather Fenstermaker resigned due to time commitments with school activities. Trustees need to post the opening in the paper.


Eagle Scout projects

No scouts in attendance. Tree bags were installed on the trees. Ken Fagen of the fire department will fill the bags. May put a slow release fertilizer in to give them a boost after the dry summer.


Oberland Park

Wayne had a catalogue of LED light fixtures which run about $100. A work day was set for Sunday, October 18 to install. Wayne will bring the ladders. Roger will call in the materials list to NEO and Wayne will pick up. Discussed how to install. If put a box on each end with a cover on the bottom to reach wires then will not have to climb in the attic for maintenance. Can then drop lights from the boxes. Plan to put a light out back for volleyball. CEI won’t come out without county approval.


Roger brought plans and cost estimates for  a permanent accessible outhouse, which would include a 1000 gallon septic tank covered with gravel. The pole building surrounding the tank and potties will be 6’ on the sides with no footers but a poured cement pad. A covered porch will stick out the side with the doors. Cost estimates were $16,900 from May 8, 2012 which included volunteer hours. Will need to get current prices. Trustees can get a block grant to pay for it. It should be cheaper to get the potties pumped than to rent porta-potties. Les was concerned who will clean it, especially in summer with a lot of usage, with no water available on the property.

Discussion on whether to build an enclosure to slide porta-potties into or hold off until a well can be put in for water access for cleaning. Sale of grange Park will provide money for the maintenance of Oberland Park


Les to check with Western Reserve Land Conservancy on getting the woods protected with potential change in trustees. Do not need to include the front hay field, approximately 10 acres. Les will try and get them to attend the next meeting to do a presentation.



Rt. 87 and Auburn Corner/Veterans Park

Glen not in attendance so update on park development still waiting on grant.


Next meeting: Sunday, October 18 at Oberland Park to install electric

                        Thursday, November 12 at town hall
